Il presidente (non necessariamente appartenente al partito al governo) viene eletto all'inizio della legislatura; non ha diritto di voto e non partecipa al dibattito parlamentare se non nelle vesti di arbitro imparziale delle sedute. Negli Stati Uniti il presidente della Camera dei Rappresentanti, o Speaker of the House è anche il leader del partito di maggioranza, fa parte della Camera ed è eletto dal partito a cui appartiene, di cui è il portavoce ufficiale.
